At this time there were over 1,500 black residents in Decatur according to one estimate; however today there are only about 100 or so African American residents as a result of heavy integration efforts during recent decades across both cities combined. In 1907–08 Mayor Wm Hays established the first public school system within Georgia with four schools: one for whites (in Downtown), one for blacks (in Gadsden), one for Hispanics (in northwest Etowah County) and one for Indian children living on reserves (northwest Putnam County). This program continues until present day with nearly 350 students grades K-12 enrolled statewide through special education services which are coordinated by statewide coordination office funded by federal government participation
