In 1913, following incorporation as a town, Decatur voted to become an unincorporated community within Fulton County with the same boundaries but without voting rights or other privileges enjoyed by cities such as Atlanta or Savannah. This decision prolonged their isolation from larger metropolitan areas until1967 when they were granted full corporate status by theGeorgia Legislature under terms provided for by the National City Government Act of 1966. To date, all but one member of the City Council has been elected via municipal elections rather than partisan affiliation; this continues to be done even though residents make up only about 50 percent of the city's total population
