In 1840, the county seat was moved from Dalton to Milledgeville because ofrising tensions between the two municipalities over water rights issues In 1861, Confederate General Jubal Early attacked Union forces at Dalton and took many prisoners including Mayor George Washington Ryder (1814-1872). After 21 days of brutal fighting which left more than 100 dead or wounded among both sides, Early surrendered at Appomattox Court House without any resistance from the local militiamen or civilians. The Union victory marked an end to military operations throughout south Georgia for six months
