Dallas, Georgia was founded in 1851 as a small town on the Chattahoochee River. The early settlers were farmers and their families who hunted and fished the river. By 1860, Dallas had a population of around 75 people and it was named after General James B. Dallas, who served in the Confederate army during the Civil War. In 1865, Dallas became part of the Union states when they seceded from the United States. After the war, many of these residents moved to Atlanta or New Orleans. To placate Adams & Jefferson—the two political leaders most influential inTxas's development—Grant issued an executive order appointing John Fenton Claymore Receiver General for Southern DistrictofTexas on March 12th1846 [Claymore later became Secretary Of War under President Ulysses S. Grant ]. On April 6th1846 Claymore met with George A Jackson at City Hall where he offered Jackson control over all real estate within 8 miles (13 km) or less of any courthouse or major town center in Texas without giving away any land back to Mexicans...Jackson accepted this offer but later rescinded it due to objections fromHouston [Claymore died suddenly three months later]. Thereafter until 1861 no Texan governor could make decisions about internal matters without first seeking approval from Washington DS
