By 1840, Conyers had become one of the leading cotton growing areas in Georgia[2]. In 1864, Attorney General Andrew Johnson appointed Judge John Swayne to preside over the first federal court west of the Mississippi River. The following year saw major changes when Johnson ordered all federal courts within 1,000 miles (1,600 km) to be moved from New York City to Philadelphia due to overcrowding there.[3][4] In order to provide more space for these new courts Judge Swayne erected what would later be known as "the White House" – now known as Justice Park – at what is now Fourth Street and Westcott Avenue east of Interstate 285 north of downtown Conyers. This courthouse served as both judicial venue and home to government agencies such as Treasury Department officials who convened there for hearings related to finance,[5][6] military issues[7] or elections. The importance thatJudge Swayne placed on this courthouse led him into conflict with then Mayorof Atlanta Nathan Bedford Forrest Jr., who wanted it converted into an inner-city jail instead.[8][9][10] However Juge Swayne prevailed by ordering that only law enforcement officers use the building while awaiting trial; Forrest could not even enter because he was too busy planning attacks against other local officials.[11][12][13][14] On January 29th1875 Presidentenominated Judge Swayne Circuit Court judge for Cobb County; however he did not receive enough votes so he was replaced by Wm Goodwin Knight III who vacated his seat on February 3rd [15]. On March 2nd 1870 Governor Nathan Bedford Forrest nominated Judge Wm Goodall Claypool District Court judge for Cobb County but no action was taken until May 10th when governor nominations were extended again [16]. On July 16th1872 Congress created a new JudicialDistrict including Cobb County consisting primarilyof landowning whites with African American residents having their own district attorneyate under white leadership until 1915 when they were elevated to fulljudicial status[17]; this district ultimately became part of newly created Fulton County upon its creation in 1898[18]. Today much remains unchanged from those early days including many buildings still standing such as "The White House" which housed both governmental agencies such as Treasury Department officials who convened there for hearings related to finance or military issues during times such as Reconstruction or World War II before they relocated elsewhere withinAtlanta proper or nationally outside thereof[19]: today known simplyas "Justice Park".[20]
