Carrollton is a city in DeKalb County, Georgia, United States. The population was 25,546 at the 2010 census. It is the county seat of DeKalb County. Carrollton was founded by Captain James Hartsfield on December 1, 1807 as a small plantation called "Hartsfield's Landing." In 1828, it became the home of John Wesley Hardeman and his family who were pioneer evangelists in what is now southeastern Georgia. In 1865, General Andrew Johnson set up headquarters for the Confederate States Army here and many of Atlanta's leading citizens from Carrollton joined forces with the South to fight against Union troops. During Reconstruction following the Civil War, Carrollton grew rapidly as an industrial center producing cigars and other tobacco products until World War II when its economy withered due to wartime restrictions on exports. The population growth during this time also led to suburban development around town which continues to this day. The current incarnation of Carrollton began developing after World War II when developers saw an opportunity for land located near Interstate 85/ exit 213 (now Waverly Road) which had been abandoned by military authorities during the war because it was within easy distance of their new housing developments. 2nd Ward Alderman Don Banks started efforts in the early 1950s to develop new neighborhoods north and east of downtown while Mayor Clyde Tolbert renovated much of downtown into a modern shopping district including several large department stores built in post-war years that continue to operate today including Macy's and JCPenney
Carrollton was founded in 1821 by General James Carroll and his wife Catharine. The town grew rapidly, becoming a major center for cotton farming and trade. In 1875, the United States Postal Service moved from Chattanooga to Carrollton, making it the first post office in Georgia. It remained in operation until 1971. In 1930, the city of Carrollton annexed much of neighboring Decatur County.
