Carrollton, Georgia is a town in Fulton County, Georgia, United States. The population was 10,898 at the 2010 census. It is the county seat of Fulton County and home to the Cobb County Justice Center and community college. The first known reference to Carrollton comes from a deed by Hugh Lawson in 1785 which describes land he had acquired east of what is now downtown Carrollton. By 1807, the town was platted and named for General James H. Carroll who had served as an officer in the Mexican-American War and later became governor of Georgia. In 1824, General William Troup established a military post near modern day Pryor Hill Road while also leasing part of what is now downtown Carrollton to provide living quarters for troops garrisoning that area during the Civil War. The post became an important supply depot for Confederate forces throughout much of eastern Georgia until its surrender at Appomattox Court House on April 9th 1865. During Reconstruction following the American Civil War, Atlanta began efforts to reintegrate African Americans into society by establishing schools and businesses within their neighborhoods. This plan failed in many areas due to discrimination against black citizens and businesses owners.
