Carrollton was founded in 1811 by James Carroll and his wife Anne. The original town site was on the east side of what is now Interstate 285. The name came from a grant from King George III to James Carroll. The first store in Carrollton opened in 1823. In 1840, the town had a population of only 20 people and was located about four miles west of present-day downtown Atlanta. In the late 1800s, Carrollton diversified its economy by opening several retail businesses, including a grocery store, dry goods store, and feed shop. In 1907, the first bank in the city opened. In 1913, Atlanta annexed Carrollton as part of its enlargement plan for the city. At that time, there were only 10 residents in the town – most of whom were farmers or workers who did not have access to banking services. Businesses continued to grow during World War II; when Atlanta became an all-white city after desegregation efforts ended segregation within African American neighborhoods, many white businesses moved to newly developed suburbs such as Roswell and Dunwoody while Carrollton remained largely black. However, during postwar years some black families returned to live in their original homes while others relocated to other parts of Georgia or North Carolina; by 1970 there were only 10 residents living in downtown Carrollton and five residential buildings remaining on unpaved streets directly north of Interstate 285).
