In 1802, General Hugh Blair decided to establish a town here because he saw potential for growth due to his monopoly on oil production in what became known as The Great Georgians Oil Fields. Construction began on Blair'soriginal town square on May 15, 1802, but only 1/5th of an acre (0.2 ha) was developed because no money could be raised from property sales or taxes to cover expenses associated with building infrastructure such as churches and schools; these costs would be paid by future generations through property values that grew along with industry around Blairtown Square which remain today primarily commercial properties including two major banks - PNC Bank & Trust Company (now Jardin Securities), First Metropolitan Bank (now BBVA Compass), Coca Cola Refreshment Company Headquarters Building - now homeowner’s association headquarters -and numerous other businesses today including several restaurants including Ben & Jerry’s Ice Cream Parlor and Tim Hortons Coffee House As early as 1810 there were plans for a courthouse and jail here; however they didn't come to fruition until after General Nathan Bedford Forrest founded Confederate cavalry unit called "Carrollton Horse Guards" here in 1865 following his engagement at Second Creek Bridge against Union forces under Ulysses S Grant At this time Reconstruction efforts had ended so all white people were forced out of South Carolina but not all African Americans either some had moved northward into adjacent counties such as DeKalb County or into new states like Alabama where natural resources made possible largescale plantation agriculture while black labor provided essential goods like cotton ginners etc., food for slaves working on plantations until 1865 when abolitionists destroyed many plantations resulting in mass migration away from slaveholding southern states towards northern states creating communities such as Atlanta which continued to grow despite prohibition laws prohibiting black residents from owning land
