In 1914–1915, World War I veteran Major General John Mincey built what is now known as the Mincey Dam near Buford to provide irrigation water for cotton plantations in central Georgia. After World War II ended with Japan's surrender on September 2, 1945, many Japanese Americans were concentration camps and their properties were confiscated by the United States government pursuant to Executive Order 9066 ordering all Japanese Americans into relocation camps throughout much of America (see also internment). Some people who had been living in rural areas such as Hartsville or Decatur before being relocated to these scattered camps received housing there until their release following passage of various executive orders culminating with President Harry Truman's order designating May 15th through June 30th 1946 as "The Day Of Release" or "Nisei Week". On that date all persons living within 100 miles (160 km) of any concentration camp located anywhere within America were ordered out except those registered with local agencies concerned about their safety which included former internees at Manzanar and Topaz Camps outside Oroville California On July 16th 1948 Judge Clement Jealous ruled that African American citizens born prior to 1940 without documentation such as birth certificates must leave Arkansas immediately without any compensation provided by that state authorities incidental thereto & this order went into effect on July 17th 1948 Many Arkansans decided not to leave due mainly because they had family members still living there or hoped for better times ahead like education/employment opportunities available outside Arkansas As a result over 400 Arkansans who had been registered with local agencies concerned about their safety waited until after Nisei Week ended on June 30th 1946 before finally leaving including many elderly women & men too infirm or too young to carry any luggage
