When the American Civil War began in 1861, Georgia was part of the Confederate States of America. The state had seceded from the Union and became a slave state. The Confederacy had many weapons, but not enough to arm all of its citizens. To make up for this deficiency, the Confederate government issued bounty contracts for arms purchases from individuals and companies. This program allowed Confederate soldiers to purchase firearms without having to worry about federal regulations or potential seizure by the United States Army. In 1865, after the war ended and slavery was abolished, Southern states re-joined the Union. The bounties were no longer given and gun cleaning kits became more common in Buford because it was now free of Confederate influence.

Buford is a city in Troup County, Georgia, United States. The population was 14,029 at the 2010 census. As of the 2017 estimate, the estimated population was 15,971. Buford is part of the Atlanta–based Fulton County Metropolitan Statistical Area. The first permanent settler in what is now Buford was James Sibley who arrived in 1814 and named it for General Edmund Randolph. On December 7, 1830, two small groups of men from Muskogee County founded a town called Muskegon on the Chattahoochee River east of modern-day Buford. The town grew rapidly and by 1835 had a total population of 1,500 people. In 1836, three more towns were founded: Decatur on the Flint River to the south ( founding member), Bainbridge on the Oconee River to the west ( founding member) and Dunlap on Moultrie Creek to the north ( founder). By 1840 there were 10 settlements in Troup County with a total population of 2100 people. In 1841 cotton prices crashed due to disease; however this did not impact Buford as much as other cotton-growing areas such as Augusta or Valdosta because cotton production continued apace despite low prices. However during Reconstruction period many African Americans left for work opportunities in northern states such as Michigan or Wisconsin which led to increased tension between white residents and African American laborers who formed their own gangs that terrorized whites into submission during this time period known as "the black years". However by 1865 when white supremacists resumed power after Reconstruction civilians regained control over government affairs leading to an increase in business activity within city limits although some aspects of African American life remain difficult ogden today due lack of recognition or acknowledgement throughout history including claims made by community leaders concerning ancient remains found near present day Buford which have yet to be verified despite multiple excavations carried out within boundaries prescribed by local officials only minutes away from where these remains are located Numerous small businesses continue operation today without any competition being provided thereby perpetuating segregation among black Georgians until recently

In 1865, General Nathan Bedford Forrest led his Confederate army through nearby Clayton County during their march northward into states east of Kentucky border (the so-called “ raid on Mobile”), capturing over 850 Union soldiers including many civilians including women and children. Many people fled south to find refuge with friends or family members who remained in Alabama or Mississippi until they could be transported back across the state line into Tennessee where they would be interned before being marched into northern Arkansas for concentration at Fort Worth Arsenal near Little Rock (now Fort Worth Texas).
