When Athens, Georgia was founded in 1785, the city's first settler, James Robertson, purchased a rifle from a Native American. Four years later, Robertson and his family moved to what is now the downtown area of Athens. Over time, Athens became known as one of the most gun-owning communities in America. In 1821, Athens passed an ordinance that outlawed handguns and required all citizens to carry firearms in public. The ordinance also banned the manufacture and sale of pistols without a license. In response to this new law, several gunsmiths set up shop in downtown Athens. Thesemiths manufactured pistols for Athenians who could not afford to buy them outright from local dealers. The second decade of the 19th century saw rapid growth in Athens due to its status as a commercial center and its location on the Savannah River. This prosperity led to increased demand for handguns and other arms by local merchants and residents. In 1851, when Georgia statehood was granted to the United States, Athens became one of the states' first capital cities. As part of Georgias' effort to become nationally respected as a leading center for commerce and industry, it enacted an ordinance licensing handguns again. The order came after studies revealed that many felons used their firearms illegally in crimes such as robberies and murders. With these new laws in place, it became much more difficult for criminals to get hold of weapons which resulted in decreased crime rates across America.
