Payne was a doctor and landowner who also donated 3 acres (1 km2) of land for the city's incorporation on November 7, 1893. The site for City Hall now stands at what is known as Payne Avenue and Old College Road. The early years of Winter Park were difficult due to lack of resources and competition from other cities within present day Orlando County when it came to development opportunities for new arrivals such as citrus growers looking for an area near major railroad systems and hotels looking for access to beachfront property.
