Winter Haven is a city in Duval County, Florida, United States. It is the county seat of Duval County and home to the headquarters for the Miami-Dade Police Department. The population was 653 at the 2010 census. It is part of the Jacksonville metropolitan area. The Winter Haven Mall is located in town. The first permanent settler in what would become Winter Haven was George Rogers Clark on December 12, 1823. At that time, it consisted of only a few dozen homes and farmers lived along Indian Creek just east of present-day Uptown Drive. By 1830, settlers had built a small community around what would become Winter Haven proper including present day downtown, which was named after General James Kuskie who commanded American forces during the Mexican–American War. In 1835, Uptown Drive was extended south from its original location to include Present Day First Street and Third Avenue; this made Winter Haven an official city within two years. A post office called "Winnipeg" was established in 1837 by John Nichols and operated until 1840; it was changed to "Winter Haven" because of its cold winter weather conditions. In 1847, an act were passed authorizing organized religion in Florida; this led to the erection of churches throughoutDuval County by local Protestant ministers and their congregations; among these were First Presbyterian Church (now known as Westminster Presbyterian), Christ Episcopal Church (now known as All Saints Episcopal) and Second Presbyterian Church (now known as Trinity Episcopal). On November 5, 1850, when Duval County became part of Florida statehood, Wintersville received official status as a municipality within that new state with five voting members apportioned according to population size rather than land value or school district boundaries which continued to be drawn based on property values within each township/township boundary - something which continues into today's municipal elections process in most Floridians' cities! The incorporation of Winter Haven took place on Saturday January 3rd 1851 with Wm H Fenton presiding over incorporation proceedings having voted unanimously against any other candidate! The City seal still features an image of General James Kuskie from his time serving as Mayor! According to one story this “Kuskie Seal” originated when some citizens came up with the idea that if they could get everyone’s signatures on a petition asking for annexation then maybe they could put a statue or likeness of him outside City Hall! After unsuccessful attempts at getting enough signatures they gave up & moved onto other things…..mainly pushing for more indoor plumbing & better education for their children 😂 . #WinterHavenCityofSeal

Winter Haven is a town in Polk County, Florida, United States. The population was 5,814 at the 2010 census. It is part of the Orlando–Kissimmee–Daytona Beach metropolitan area. Winter Haven was founded in 1925 as a small farming community by John B. Winters and his wife, Lucille A. Winters. The town name comes from the winter season where it was located on the Okeechobee River near 30°N latitude and 80°W longitude. The first post office moved to Winter Haven in 1925 from Kissimmee and opened on December 12th of that year. At its peak, Winter Haven had a population of about 100 people but declined after World War II because of commercial development around the corner in Kissimmee which led to an increase in traffic and pollution within the town limits. In 1955, when Floridians approved a referendum for annexing adjoining Palm Bay County, Winter Haven became one of only two towns in Polk County to ratify annexation requests – along with Lakeland proper (populated primarily by retirees). Although annexation effort failed again in 1970 due to lack of support from residents following passage of state House Bill 992 (the “Annexation Act”), it has since seen sporadic annexations throughout various local government boundaries including past annexation efforts by Monroe City (2006), Sanford (2008), Live Oak (2010) and West Orange (2015). Winter Haven experienced significant growth following completion of Interstate 495 which linked Tampa through Gainesville to Orlando via I-4 southbound and US-1 northbound in 1991; this increased commuting opportunities within the community as well as business investment nearby which stimulated job creation within Winter Haven itself as well as expansion into adjacent Palm Bay County communities such as Dunnellon, Boynton Beach and Jupiter Hills. As result, over time there has been an increasing suburbanization ofWinter Haven whileAt its peak census count: 5/10ths or 2/3s inhabitedby permanent residents only; now almost all annexed areas include transient populations who come for short periods during holiday seasons
