Winter Haven is a city in Polk County, Florida, United States. The population was 24,569 at the 2010 census. It is part of the Jacksonville–St Petersburg metropolitan area. The city was founded in 1907 on the site of present-day Winter Haven and grew quickly due to its natural resources and access to shipping lanes on the Gulf of Mexico. In 1930, Winter Haven became an incorporated municipality with a mayor and a City Council. The first gun slings were made here in 1908 by Captain John Wampler and his men during World War I. During Prohibition, some people used gun slings as means of transportation while others used them for target practice or as part of law enforcement activities. After Prohibition ended in 1933, many businesses moved out of town because they could not compete with state firearms regulations that had been put into place then. However, some businesses did remain in town until after the repeal of prohibition in 1984. In 2007, Mayor Jerry Lewis announced plans to develop about $25 million in new development within the city limits over 10 years which would include 50 acres (20 hectares) of parkland adjacent to Interstate 95/Florida State Road 11 east of downtown Winter Haven and 100 acres (40 hectares) of open space off University Avenue near campus extension housing projects for students and their families. This project would create more than 1,000 jobs throughout the entire city during construction phases; it is hoped that ice skating will be one activity promoted through this investment! Winter Haven is a city in Polk County, Florida, United States. The population was 36,003 at the 2010 census. It is the county seat of Polk County. The name "Winter Haven" came from an account by General Andrew Jackson that said during his visit to Florida in 1832, he saw "a great number of people dying of cold" because they had neglected to bring coats and other winter gear. The city was founded on December 15, 1883 by James Withers and others as part of a land swap with Lakeland. In 1886 Winter Haven became the first incorporated municipality in Florida. On May 12, 1888 Winter Haven achieved statehood and became a city under the provisions of the Florida Constitution. It annexed all of Lee County on February 17, 1912. In 2002, Winter Haven joined forces with Gainesville to form the Greater Gainesville Metropolitan Area which has a population of over 200,000 residents. In 2007 Winter Haven celebrated its centennial with celebrations including an exposition on November 3rd through 7th at the old town hall building downtown called "The Gilded Age". There were concerts throughout town as well as several blocks along US-1 stretching all the way to Sanford which included street fairs and fireworks displays nightly until 1am! The first Europeans to visit Winter Haven were French explorers in 1763, who named it "Isle aux Meadows". In 1856, the U.S. government established Fort Pierce on an uninhabited island in Lake Okeechobee and granted land to the town for their military purposes. The first school opened in 1865 and by 1878 there were six schools open in Winter Haven. The city's name came from a man named Jacob Riis who purchased 5 acres (20,000 m2) of land near what is now downtown for $5 per acre (1/4 mile²). He renamed it "Winter Haven" after his family home in Utica, New York City. In 1914, Anna Ladd became the first woman ever elected as mayor of Winter Haven when she ran against incumbent James J. Foley Jr., a Republican businessman and member of the Florida House of Representatives from Jacksonville Beach. As mayor she initiated many changes that would make Winter Haven more modern day including creating a fire department and sewer system; developing zoning regulations; establishing streetscape guidelines; appointing a planning commission; funding public works projects through bonds or property taxes; providing streetlights throughout town; increasing access to mass transit through buses or rail systems; initiating aggressive marketing campaigns to attract new businesses and residents to townspeople throughouttown during holiday seasons...Ladd also spearheaded development plans which aimed to increase tax revenue while reducing crime rates by building new senior living communities and mixed-use developments along State Road 12 east of downtown...By 1990 total enrollment had increased to 24,500 students with 10% growth within five years!
