It is the largest city in Pinellas County and the third-largest municipality in Florida by total area. The City of Winter Haven was incorporated on February 3, 1907. Winter Haven is located on the Gulf of Mexico about 25 miles northwest of Clearwater and 45 miles southwest of Tampa. The name "Winthrop" came from James Winnie Byers who settlement near what is now downtown Winter Haven in 1824 as part of a land grant to John Quincy Adams Jr.. The town site was chosen because it would be difficult for Seminoles to reach it from their stronghold at Fort Brooke on the mainland. In 1865, three brothers founded an ice cream company that became one of America's most successful enterprises. They named their business after General Winthrop Swayne leader of Confederate forces during the American Civil War; this naming violated state law which prohibitednames with military associations or histories from being used for commercial purposes. In 1907, incorporation occurred due to a referendum asking residents if they wanted a municipally run fire department as well as other public services such as Streets and Sewers (the first municipally run service in Florida). On December 11th 1907 White Sands Missile Range accepted annexation into the city limits making Winter Haven become one municipality with two locations within its boundaries: One inside City limits and one outside City limits providing it with needed airspace rights for missile testing activities taking place at nearby Clearwater Naval Air Station The second location outside City Limits soon became known as "The Annex". Today's Airport Boulevard serves both Municipal Landing Strip/Airlines Complexes 1 & 2 and Broward Regional Medical Center situated just east off I-95 Exit 263 providing easy access to both cities without ever having to leave Downtown Winter Haven! City Planning Commission decisions made before annexation determined that streets should be numbered starting with North Street then West Street until East Street was reached - similar numbering system still exists today serving today's neighborhoods including Estero (numbered South), Port Richey (numbered North), Santa Rosa Beach (numbered East), Plantation (numbered South), Dunedin Lakeshore (numbered West) and more!

The first post office was established in 1893. In 1957, Winter Haven became an incorporated municipality with a mayor and five council members elected at-large from among its citizens. On December 1, 1962, Winter Haven merged with neighboring Branford to form a new city government which had a mayor and nine council members elected from among its citizens within one year of merger. The history of Winter Haven goes back to 1892 when David Cook and his wife Lucy began to establish themselves as farmers in what is now Polk County after purchasing land on the east bank of the Apalachicola River adjacent to present-day Jacksonville. By 1897, they had built their first house and started growing crops including cotton and rice; however, it wasn't until 1907 that they opened their store - called "The Gables" - which still stands today across from Third Street Elementary School on Northside Drive. In 1907 also came the first school building - which still stands today across from Third Street Elementary School on Northside Drive - which housed grades K-2 until 1958 when it was replaced by First Avenue Elementary School (now known as East Campus Middle). From then until 1957 when it became an incorporated municipality with a Mayor/Council form of government, Winter Haven residents were responsible for all matters pertaining to their community save for those that were delegated to municipal authorities through ordinances or resolutions passed by the City Council pursuant to Chapter 5A of the Florida Statutes (1957 Amendment). On December 1st 1962 – following years of planning by City Manager Ralph Jansen –Winter Haven merged into neighboring Branford creating what is now one of South Florida's most diverse cities while preserving many important aspects of its historic roots including its mayoral form of government with nine elected City Council members who are accountable directly to residents via ordinances passed without vote by either body; this unique feature has been central to both city's success since becoming one entity over time! Today, both towns continue strong ties through partnerships such as sisterhoods formed with nearby Manatee county communities such as Fort Myers Beach &West Palm Beach; joint festivals etc.,Unique features unique unto each town that have helped make them two tremendous assets not onlyto their respective municipalities but also throughout Southwest Florida!
