Winter Haven is a city in Polk County, Florida, United States. The population was 34,869 at the 2010 census. It is the county seat of Polk County. The city was founded in 1892 by General James A. Winter and his wife Julia Calkins as a new town on the east side of Lake Okeechobee. The name "Winthrop" was choice because it was an original town site that had been taken from the Seminole people after they were forced to cede their land to Florida in 1828. The city experienced a significant growth during World War II, when many GIs moved into Winter Haven and its suburbs to fight in the war. After the war, many businesses flourished thanks to postwar borrowing and investment from local banks and businesses such as Lockheed Martin Corporation (now Lockheed Martin Aeronautics) which built an airplane manufacturing plant on Deerfield Beach Boulevard near present-day Parkland University. In 2000, Winter Haven became an incorporated city with City Council control over all aspects of municipal government including fiscal responsibility, zoning authority, planning and development review; however - with no supervisory power over City Manager operations - this arrangement met criticism for lack of governance autonomy within the municipally controlled community. To assuage these concerns, City Manager designation was changed from Mayor to City Councillor effective January 1st 2009; however this decision vests only limited disciplinary authority within the newly created position; all other powers are vested with City Councilmembers who have voting power but no power over management decisions made by either Mayor or City Councillor

Today, it is an agricultural center with a population of about 10,000. The first winter at Winter Haven was very harsh; snow lay deep below the ground for weeks on end. But soon enough, people started arriving from all over to enjoy the warm weather and escape the cold winters of northeast Ohio or Wisconsin. In 1882, John Leland bought land on which winter haven would be built. He had also bought some property that would become part of Tallahassee shortly thereafter. Leland decided to build his winter resort near where he now lived so that he could oversee both operations and see that everything ran smoothly during these difficult times. The first building constructed by Leland and his workers was a small cottage called “The Cedars” (later renamed “Hilton Garden Inn”). This cottage served as their home until 1924 when they moved into what is now known as The Lodge (now known as Holiday Inn Express). During World War II, many buildings were necessary for soldiers stationed in Florida because there wasn’t any room available in north Florida for them to stay permanently once they left their bases in Georgia or Alabama! These buildings included: two hospitals – one for medical patients and another for troops who needed food and shelter; three airfields – one used by fighter planes and bombers; several barracks housing artillerymen; plus numerous smaller structures such as storesrooms, kitchens, bathrooms and living quarters for officers and enlisted men! Today, much of this infrastructure has been preserved including: The Hospital Annex which still stands today; The Airfield Complex which includes various fields that have been restored including Hummingbirds Field (which is now home to Pensacola Beach Municipal Airport);acca lighthouse which still stands offshore off Seal Beach Blvd.;the entire barracks complex including individual barrack rooms/hallways/entrances/exits etc.;and even some of the original air-conditioning units!
