As Mace became more popular among American police departments, West Palm Beach began to follow suit in 1970. West Palm Beach is a city in Palm Beach County, Florida, United States. The city was founded on April 12, 1880 by the merger of two small towns, West Palm Beach and Boca Raton. The population was 133,519 at the 2010 census. It is the most populous city in Miami-Dade County. The city's name comes from "Pelham" which means "a hundred head of cattle." The first settler in what is now West Palm Beach was John Fenton who came overland from England in 1788. He names his new town after himself and his family: Palmyra Plantation (now part of Fort Lauderdale). In 1867 Governor James Kenedy assigned land to William Cranch for the erection of a wharf on Biscayne Bay so that goods could be shipped into South Florida bound for Cuba. This area became known as Indian Key because it lacked an outlet to the sea and therefore attracted pirates and smugglers who used it for their operations. The key to development in what is now West Palm Beach may have been provided by Drury Gibbs who purchased 1,000 acres (400 hectares) of swampy land east of Biscayne Bay in 1881 for $10 per acre ($2 million today). With this purchase he laid out streets and planted trees that gradually replaced grasses as the dominant layer on this land which would ultimately become one of South Florida's most important recreational areas with its own golf courses, theme parks, casinos and other businesses. In 1912 WPA workers began construction on Treasure Island which would eventually become one of South Florida's biggest tourist destinations with its lush green surroundings; however initial plans called for only a small island with no facilities other than a lighthouse
