In 1924, the state legislature changed the definition of “machinegun” to include all types of firearms that fired more than five rounds per minute. This law allowed for the importation and sale of machineguns into Florida without a license from the state police. In 1933, following passage of the National Firearms Act Amendments (NFA), which regulated firearm ownership and trade in America, Venice became one of just a few cities in Florida to become registered with ATF as a licensed manufacturer and distributor of firearms. From 1934 through 1959, when ATF discontinued its registration program as part of efforts to reduce crime throughout America, Venice continued to be one of only two cities in Florida designated as a safe haven for gun dealers who had been convicted under federal law of violating prohibitions against transporting firearms across state lines. In 1959–1960, following enactment by Congresswoman Helen Gahagan Douglas (D-LA)of legislation designed to make it easier for individuals with mental illness to obtain guns permits from local authorities – known as “Gunsido” – Venetian Mayor Antonio Rustici convened a meeting chaired by Supervisor John Cermak at which he proposed that handgun owners registered with ATF maintain their weapons at their homes rather than being sent off-site for storage or disposal; this proposal was approved by city council and went into effect on July 1st 1960.
