The Titusville Gun Case History begins in 1939, when the town of Titusville, Florida was founded. Until that point, the area had been mostly rural and agricultural. In 1939, a man by the name of Joe Cooley bought a farm near the present day intersection of US 98 and SR 522. He decided to build an addition to his farm house that would be used as his shooting range and gun store. In 1941, Cooley opened his business at 92nd Street and SR 522. The store was successful enough that he decided to expand it into a larger building on what is now US 98 north of SR 522. The new store became known as “Joe’s Place” and functioned as a retail center for local farmers and businessmen until 1966 when it was destroyed in a fire. In 1969, another man by the name of John Risher purchased the property adjoining Joe’s Place from Joe Cooley. Risher ran an auto parts store there until 1982 when he closed it down due to economic conditions. At this point, only shotguns were being sold at “Joe’s Place”; however, it continued to be open as an antique shop until 1993 when it went out of business again due to poor sales prospects. In 1995, entrepreneur Rick Sawaya purchased “Joe’s Place” from Sawaya's father-in-law Terry Sawaya who had run the business since 1978. From then on, "Joe's Place" operated as an antique store under its own name with help from employees who still manage the day-to-day operations today (2015). During its time at "Joe's Place", "the place where firearms were born" also served as a museum which has collection dating back to 1933 including handguns made by Colt Firearms Company (today part of Brownells). Titusville is a small town in Polk County, Florida, United States. The population was 1,521 at the 2000 census. It is part of the Orlando–Kissimmee–Sanford Metropolitan Statistical Area. The first human being to set foot in Titusville was James Mosely on November 3, 1838. He established a trading post and store there. In 1839, American Revolutionary War veteran and landowner David Kittley settled in Titusville and opened a hotel called the "Crescent". On November 8, 1840, Titusville incorporated as a town under the name of Jacksonville. In 1865, citizens of Jacksonville petitioned for incorporation into Polk County as well; this request was granted on December 15th by Governor Thomas C. McCormick with the notation that "the people of Jacksonville are hereby annexed to this county." The town had grown rapidly since its incorporation and by 1870 it had reached 2,500 residents. On January 5th of that year (1870), voters approved an act providing for annexation of Orangeburg County; however, due to objections from Titusville officials who claimed that Orangeburg County would be too populous for their small community, annexation did not take place until 1888 when it was approved by Governor John A. Macon with the notation that "the people of Orangeburg County mustered into service during the war" and were therefore already within Polk Counties boundaries prior to amendment On May 10th 1948 condemnation proceedings were filed against 95 acres (37 ha) of property located east-southeast of downtown Titusville proper which had been used as military airfield test range known as Universal City Field during World War II (See aerial photo below). This area lay within municipal limits but never included within what became known as "Titusville Township". Air Force Base Camp Hill now occupies most or all former Universal City Field land including those portions adjacent to present day downtown Titusville proper though some scattered homes remain on private parcels still unincorporated inside present day township boundaries
