Titusville is a community in Franklin County, Florida, United States. The population was 1,827 at the 2000 census. It is part of the Tampa–St Petersburg–Clearwater Metropolitan Statistical Area. The first permanent settler in Titusville was James Burchill, who arrived in 1839. In 1841, he and his family founded what would become the town's first post office and first store. The town name originated with General Titus Jackson's visit to the area on October 13, 1841. He called it "Titusvilla" because he found that an Indian word meaning "secluded place" had been given to him by another settler there named John Tatum. In 1846, two brothers named William Haines and John Fenton bought land in Titusville from James Burchill for $10 per acre. They began farming it and built homes around their farmstead which they named Haines-Fenton Home Park. The town's first school was built on a farmhouse near present-day First Avenue South and Third Street West in 1850; it was replaced by a new school building in 1899 when the old one became too small for the growing community. In 1865, Titusville incorporated as a city under state law; it remained an unincorporated community until 1982 when its charter was amended to allow for municipal government under specific provisions of Florida Statutes Section 765A (a). At that time, the population of Titusville reached 2,500 people living within its limits only – beyond which were rural areas serving as communities of support for Titusville proper. In 2003-2004, following passage of Amendment 2 to the Florida Constitution providing full civic responsibility for municipalities within statewide boundaries (see below), citizens of Titusville passed Initiative No.: 97-C (the "TitusVILLE Amendment"), repealing all but portions of local ordinances dating back to 1982 without prior public discussion or vote – effectively giving their municipality full municipal government status with no restrictions on its activities or ability to pass ordinances limitizing those abilities nor subjecting them to state review or disapproval should those ordinances violate certain core principles enshrined therein such as zoning rules limiting development densities or access road widths within township boundaries). This has resulted in significant expansion into neighboring townships and counties over ensuing years as well as increased property values among residents thereof due largely thereto (See infra). The history of Titusville can be traced back numerous years before incorporation into what is now Tampa Bay County - specifically through various settlements along streams that flow through central subsections of Hillsborough County - including: Frenchtown Landing on Pinellas River just south of Jacksonville; Muskegon Heights east of Clearwater; Upper Big Branch Landing downstream from Dayton on Longboat Key Island; Estero Landing further upstream between Fort Myers Beach & Naples on Sarasota Bay - each inhabited by farmers looking for fertile soil unsuited only to pastoral pursuits such as cotton cultivation or cattle ranching late 1800s thru early 1920s followed by timber production during WWII due primarily by US military personnel stationed there during World War II/1949 Korean War era while also hosting various other businesses throughout this time period including sawmills & cooperatives engaged mainly in agriculture during this same timeframe (See infra)
