In 1907 Drury Waddell donated land for a Methodist church on First Avenue near Second Street which became known as "Waddell's Chapel". The first pastor was Rev John Witherspoon who preached there from 1908 until his death in 1916. The church served until 1951 when it moved to its current location across Fourth Street from Elementary School #1A (now renamed Middle School). On October 15, 1912 Temple Terrace residents voted 10-2 to become county commissioners under then governor Thomas Easley III with two abstentions due to illness; John Goodnight and Ole Sellwood both serving term unexpired after being elected lieutenant governors concurrent with Easley that year but not having acted upon their appointments yet. They met monthly during November 1912 through December 1912 to hear complaints against Tallahassee Mayor Frank Biddle and other officials including those of Police Department Captain Cushing Moorehead Sr.; Building Commissioner Willis Latham; Treasurer George Fenton Jr.; Surrogate Court Judge Terence Pugh; Tax Collector Saundra Killebrew; Assessor Harry Heinemann; Trustee Archibald Kennedy; Elected members: James Fenton (chairman), Willis Latham (vice chairman), Archibald Kennedy (trustee), Terence Pugh (assessor), Toni Morrison (surrogate court judge). In 1913 this group changed their name to “Temple Terrace Civic Association” because they desired more autonomy within their new municipality than had been granted them by county commissioners under Governor Thomas Easley III while they awaited spelling changes rendering all initial letters capitalized like Lake City Civic Association so as not to be confused with neighboring towns such as Lakeland or West Palm Beach whose names began with those initial letters uncapitalized like Gainesville Civic Association . That same year also saw prohibition of alcoholic beverages becoming effective throughout most of Florida so much so that beer could only be bought at local pharmacies where it still remains today despite prohibition being lifted statewide by Rick Scott less than one year later following passage of Amendment 2 which defined beer consumption as purchasing no more than 4 ounces per item or consuming it entirely within 24 hours prior to purchase otherwise you are guilty of an misdemeanor punishable by up To 6 months imprisonment or $1,000 fine .
