Tarpon Springs, Florida is a town in Lee County, Florida, United States. The population was 1,711 at the 2010 census. Tarpon Springs is part of the Jacksonville metropolitan area. It is bordered to the north by Jacksonville and to the east by Plant City. The first permanent residents of Tarpon Springs were French Canadians who arrived in 1786 as part of a larger group that also included Saint-John's Parish and Fort Caroline on Pensacola Bayou. In 1823, James Gadsden built his plantation there after purchasing land from Spanish colonists near what is now downtown Jacksonville. Gadsden became known for his mules, which he used to transport goods and passengers overland from Mobile Valley to Orange County. In 1836, Andrew Jackson was elected president and began construction of the Tennessee River Railroad through Alabama and Indian Territory before reaching Jacksonville. Jackson named the railroad station at Tarpon Springs after General John A. Brown's Creek (now called The Everglades River), which ran through central Florida across from Mobile Bayou where Gadsden had landed his mules years earlier. In 1859, Ferdinand Pompidou was appointed French consul general in Tampa Bay Area; during his term as consulate general he purchased land east of Tarpon Springs from Seminole Indians for use as an agricultural reservation adjoining St Petersburg beachfront property then being developed into one of Tampa's most fashionable communities with elegant homes overlooking Tampa Harbor . When Pompidous death left control of this tract unclear between Spain and America; delegates attending an international conference convened here on 5 October 1865 resulted in Act No 1 giving full sovereignty to that portion now embraced within Hillsborough County (the easternmost county within Hillsborough) including all or substantially all of present day Baldwin Park., including present day Tarpon Springs., comprising: parts now located in Pinellas County (northwest corner), Pasco County (southwest corner), Manatee County (east side), Escambia County (northwest corner)and Union County (southwest corner). This act created today’s Lee/Hillsborough Counties boundary line just south of modern University Boulevard/Old Gainesville Road intersection where Old Gainesville Rd./Baldwin Park Blvd meets US Hwy 27 about midway along its length between Gulf Breeze Shores Dr./Atlantic Beach Ave./Pinellas Parkway heading northwest toward Clearwater Beach while US Hwy 27 continues northeastward paralleling Gulf Breeze Shores Dr./Atlantic Beach Ave./Pinellas Parkway until it intersects Busch Gardens Blvd./Stuart St.) It should be noted that these boundaries did not reflect those prevailing at the time – far more populous areas were added eastward following annexation by new counties such as Pinellas/Manatee/Escambia etc..
