After Reconstruction following World War I ended in 1919 with passage of Good Roads Act No 2 (), new efforts were made to develop Tallahasaes economy through various ventures such as business incubation programs . These effort eventually led to creation of two college campuses – Appalachian State University () and Florida A&M University ().
