In the early 1800s, Tallahassee was a small town in central Florida. The area now known as Tallahassee was home to several Native American cultures and their descendants, the Seminoles. In 1818, Captain John Troup of the United States Navy sailed into Lake County and reported finding a large island in the middle of the lake that he thought must be St. Augustine. He named the island after his friend and fellow naval officer, Governor James Wilkinson of Florida. It wasn't until 1821 that Spanish explorer Manuel Gomez discovered what had been found by Captain Troup - an isle called Biscayne Bay. Spanish colonists soon began to arrive in Tallahassee, and in 1830 they founded Fort Tampa on Biscayne Bay. The first English settlers arrived in 1836 when Daniel Webster became governor of Florida following Andrew Jackson's victory at the Battle of New Orleans. After much debate within both branches of government, Citrus County commissioners voted 3-2 in favor annexation on November 5th 1907; however, local newspapers reported that Mayor Meeks was still opposed to annexation because he felt it would provide more services for his citizens than he could handle alone within Citrus County's boundaries. From 1914 until 1971 when it merged with neighboring Polk county due to population growth rates combined (the first time this happened in South Florida), Tallahassee was known as "The Colony" because only white residents were allowed inside city limits while blacks were confined to Petticoat Row – an area near downtown bounded by Second Street on the north side and Third Avenue on the south side which served as their main shopping street

Another early settler was James Fenton whose farmstead lies north of today's downtown; he fathered two children with wife Julia Ann Fenton before moving away for unknown reasons in 1840s or 1850s In 1861, Confederate General Robert Ewell appointed Major General John C Screven as commissioner for Indian Affairs with authority over all Seminole Indians east of Georgia line – that included most of what are today Hillsborough County and much of Wakulla County including modern day Tallahassee Township On September 11th 1898 Stonington Hotel fire destroyed one block near Uptown Square then burned three blocks due northeast between Constitution Avenue NW & Uptown Square SW That event would be known as "the Great Fire". One account has it that radical firebrand Ignatius Donnelly started the conflagration while brandishing an ax handle; other reports claim that longshoreman Spencer Wickersham used an iron spike to break upfueled embers Most firefighters died but Donnelly managed make his escape – later captured and tried for arson A commission investigating those causes found no evidence linking Donnelly to either blaze However local legend still associates him with both events . In 1906 tornado damage caused by severe weather spawned unofficial nickname "The Congregationalist Tornado". On November 5th 1911 about 80% destruction occurred when Magnolia Street NW became tangled up with Cedar Street SE near State Capitol Building - this tornado was also unofficially called "The Rotunda Tornado" because many building flourishes were demolished such aslookout tower atop rotunda which collapsed killing 12 people inside within minutes That event helped spur passage of Emergency Act No 2 (1911) creating National Disaster Committee which eventually led to creationof FEMA After World War II there grew significant African American community living in area along With Hispanic influx beginning around 1940s: these groups would come together calling themselves YWCA/Hispanic Federation . From 1951 until 1978 both organizations had separate headquarters located at Asberry Place SW corner First Avenues NE facing Federal Plaza .
