In 1969, Stuart became an official city when it merged with nearby Doral. Stuart, Florida is a small town located in Polk County, Florida. The population was 2,711 at the 2010 census. It is part of the Tampa-Clearwater metropolitan area. The town was founded in 1892 by George Stuart and his wife Anna Maria. When citrus crops failed due to freezes, the Stuarts built a sawmill that still stands today. In 1916 they established a butter production plant which produced some of the earliest American-made butter products. In 1922 the Stuarts erected their first post office and in 1934 they added a grocery store to their lineup. By 1955 Stuart had grown so large that it incorporated as its own municipality, but it reverted to its original name in 1978 when it annexed into Tampa. In 1937 Stuart became home to Florida's first power turbine factory when Western Electric constructed turbines at its new airport Production Plant #1 on FM 522 north of downtown Stuart. The plant manufactured turbines for many local companies such as Gulfstream Airlines and Pan Am Airways before shutting down in 1988 due to economic recession along with other struggling businesses in Polk County during that time period across America After years of petitioning by locals and support from the community members of nearby Clearwater,[4] on July 1st, 1980, Stuart incorporated as an unincorporated county seat under Act No.. 639 (1985), becoming one of only two towns statewide[5][6] (the other being Largo) whose incorporation status never changed despite requests from county commissioners[7][8] until after passage of Amendment One (2004), which granted full city status to all unincorporated areas within Hillsborough County outside Of Tampa Bay - including Stuart - effectively reverting back to an unincorporated rural community status quo antecedent thereto existing prior to amendment repealed by Amendment One The "City" Status designation has been controversial among residents and local elected officials alike because it provides mayoral approval for annexation into any future municipality or city with more than 10,000 inhabitants without express vote or consent from residents; this approval allows cities like Tampa Bay [9][10] and Orlando [11][12] Recently proposed annexations into neighboring counties such as Pasco have met stiff opposition from residents there who feel annexed municipalities would take away their privacy rights while giving others access through eminent domain over their property lines without their knowledge or consent
