In 1837, two brothers – James Worthy and John Rusk – purchased land east of present day downtown St. Petersburg from Captain Kemp for $10 per acre (0.40 km²). The Rusks laid out a town called Winter Garden on January 26, 1838 which they named after their home state of New York City where they were living at the time. In 1840, Mayor Nicholas Salerno erected a building to house the new government offices located near Lake Okeechobee which became known as "The State House" or "House of Government". On December 11, 1840 Governor James Kossuth arrived to inaugurate Floridas newly created First Congressional District with his sister Lucy Kossuth as its first representative from Jacksonville; however no actual session took place due to lack of space inside The State House due to construction projects surrounding it at that time including Fort Brooke and Fort Pickens on Tampa Bay. In February 1841 Governor Kossuth moved his family into The State House when he took office following the death of Lucy Kossuths father Congressman Jasper Winthrop who had represented Jacksonville in Congress since 1792 despite moving to Georgia three years earlier while still alive but having not yet died until after taking office because he was ineligible to serve without dying first like many other Governors at that point such as Andrew Johnson etc.).
