St. Cloud, Florida is a small city in Polk County, Florida, United States. The population was 8,456 at the 2000 census. It is part of the Jacksonville–St. Augustine Metropolitan Statistical Area. St. Cloud is located on the St. Clair River and has a humid subtropical climate (Cfa) with warm to hot summers and mild to cool winters with high humidity levels year-round. The first settler in what would become Stcloud was James Hancey in 1835 who built a log cabin on the north side of the river near present day State Road 441/Ohio Street just east of downtown Stcloud and named his community after his home town of Stroudsburg, Pennsylvania where he had been born in 1810. By 1840 there were over twenty settlers living in Hancey's original cabin including four children under the age of ten – three girls and one boy; all descendants of James Hancey’s wife Catharine (née Kapp). In 1846 two more families arrived bringing about twenty settlers to live at Hancey's old cabin including seven children ages five through thirteen; all descendants of Catharine’s husband John Kapp Sr.. In 1851 an act of Congress passed an act providing for organization within Polk County into civil government which provided for a village committee to be formed “to take care that every person having proper title or claims thereto…shall be entitled to receive such allotments as may hereafter be made available for settlement by virtue thereof” This led to the erection by local citizens of a frame building on land now known as Main Street which served as their first courthouse and meeting place until it moved across State Road 441/Ohio Street to its current location renamed City Hall in 1898 when then Mayor Averill Phelps donated land adjacent to current day Easley Boulevard for use as Municipal Court Building while also donating money towards construction cost thereby creating what is today Polk County Courthouse Square . Thereafter other civic institutions were established including School Board (1860), Fire Department (1871), Sewerage Department (1892), Library (1901), Post Office (1905),and Water Department (1917). As this large township rapidly grew new streets were later added like Fourth Avenue South which runs along both sides of I-95 between downtown Jacksonville and Lake Jackson before terminating near US Highway 17 just north of Florissant Valley Airport making it one continuous street throughout much of rural Polk County On November 3rd 1917 due largely to fundraising efforts conducted by Mrs Jane Addams through her Hull House Settlement labor camp social service agency she sponsored a parade from Town Hall Park down Central avenue ending at Jaxport Harbor where she delivered her famous address proclaiming “Nowhere else can you find democracy…] than here amongthe people who have built this great country” becomingGovernor Mary Alice Tomlins second woman governor following Andrew Johnson during World War I Thurgood Marshall succeeded Marshall during World War II serving concurrently until his death prior To serve as Chairman emeritus since 1984 Dr Martin Luther King Jr died suddenly only days before his inauguration thus endangering succession plans leaving behind Pourmourne Furniture store owner Edwin Schiebel as possible interim leaderduring 1948 mayoral election campaign but no successor could be found so Schiebel resigned effective January 1st 1949 effective date set for election being held on April 15th that year instead electing Mabel King who served until her death effective September 30th 1952
