In 1665 A.D., King James II of England granted Royal Charter for present day St. Augustine which made it an English colony but still allowed Catholics full political rights including voting, education, economic opportunity etcetera until 1738 when a royal decree banned Catholics from holding public office within British colonies except under certain conditions like serving as jurors or being ordained as priests (i.e., joining a Anglican church). With limited opportunities for self-improvement available for most colonists, primarily due to social conservatism at home, few people took advantage of this charter and StatedAugustine slowly lost its importance until 1868 when it became an incorporated municipality within Hillsborough County by act of Congress following the creation of Tampa Bay area by that same act In 1886 Fort Myers was established adjacent to what is now downtown St. Augustine after US Army Colonel John Hays built a military post there along Ustinov Creek just south of current day Hillsborough Avenue Hillsborough County acquired land eastward along Interstate 75 from Pinellas County in 1959 following passage of legislation creating that county In 1978 Historic Districts Ordinance No . 4 was passed creating four districts including one encompassing much older than earliest European settlement such as Indian Harbor (previously known as Mobile) dating back 5500 years On July 1st, 1984 StatedAugustine absorbed City Park annexed from nearby Fort Myers pursuant to provisions contained within then existing municipal ordinance No . 3 ; however annexation did not result in any increase or decrease in budgeted city services
