In 1697 Captain John Smith discovered an uninhabited island off St. Augustine called Hatteras Island[9], which became known as Isla de las Misiones (Island Of Missions).[10] In 1819 Congress created Santa Rosa County out of parts of Polk and Duval Counties along with Easton Township so that residents could have easier access to court cases without going through Daytona Beach or Fort Myers; both those towns had been merged into Daytona Beach County two years earlier[11]. The City Of St. Augustine was incorporated on December 14th 1899 as a result of an act by then–Governor Jepson Kenedy based upon recommendations by Stidham & Hennessey LLP’s legal team when they filed a bill in federal court seeking municipal incorporation under Article V Section 3(b)[12][13]). On November 2nd 1915 during World War I veteran David Goodyear served as Mayor pro tempore until he was elected speaker pro tempore effective January 1st 1916 following term limitation requirements set forth in article XXIX section 3(a)of the Constitution due process clause (Article III § 3). After serving three terms as mayor Pro Tempore and five terms as speaker pro tempore he retired from public life on February 27th 1951 effective immediately due to health problems brought about by rheumatoid arthritis which would ultimately lead to his death less than two months later at age 87 years old[14]. The first Europeans to visit St. Augustine were Giovanni Domenico de' Luzzi and his companions who arrived in 1565. The Spanish founded the city in 1568 as a trading post on the site of an ancient Indian town called Atapuerca, which they named Santa Ana de la Vega. In 1614, English forces under Captain John Smith destroyed Fort San Marcos and captured Santiago de Cuba, interrupting Spanish possessions in Florida. In 1705, the Treaty of Utrecht ceded Florida to Spain after the French and English failed to sign a similar treaty at Aix-la-Chapelle. Spanish rule was peaceful but oppressive; conditions for African Americans were poor and they were not allowed to own property or vote. In 1821,during Mexican–American War, American General Antonio Lopez y Gómez occupied St. Augustine while military campaigns took place nearby and ordered all African Americans living within its boundaries must leave or be arrested. Many did leave but many more remained behind because no one could provide them with food or shelter during this difficult time. In 1902 St. Augustine became part of the United States when it acquired title to most of what is now Alabama and Mississippi from Spain via the Treaty of Paris following World War I After several years of negotiation led by President Theodore Roosevelt, Congress passed the Civil Rights Act of 1964 which prohibited discrimination against people based on race in public accommodations such as restaurants, buses, stores and schools
