On October 1, 1892, South Daytona was incorporated as a city. On December 12 of that year, the first municipal election was held and David S. Goodman, who would later become mayor, won with 54% of the vote. The first mayoralty term began on January 3rd, 1893 and ran for four years. During this time the city had one councillor per ward with no more than two councillors from any one ward. In 1905 the Municipal Court Building was built and it served as the city hall from then until 1922 when a new building was constructed on Miracle Mile Drive. In 1927 the city annexing Lake Butler which at that time included parts of Daytona Beach made South Daytona an incorporated municipality once again with its own City Hall on Miracle Mile Drive. In 1935 Mayor Ernest Crain resigned due to health concerns after serving for eleven years and Marion Fenton took over as Mayor effective January 1st, 1936. Mrs Fenton served out her full term until she retired in 1946; during her tenure she also served as acting mayor three times due to illness or vacation). After Mrs Fenton’s retirement Mayor Harry Lipscomb filled her seat until 1947 when he becameMayor himself upon being elected by popular vote instead of through an election process which at that time required approval from both houses of commissioners In 1951 Mayor Lipscomb proposed annexation of neighboring unincorporated communities of Indian Harbour Beach and Gaseous Springs in order to create a single municipality housing all these communities within its boundaries including Indian Harbour Beach proper which opposed annexation but eventually acquiesced because it saw benefits such as better public transportation and access to government services within its borders In 1957 Mayor Harry Lipscomb re-elected with 58% of the vote after defeating challenger William Jumper by less than 2%. It’s during this mayoral term that “The Miami Herald” ran their famous headline reading "Lipscomb Shocks Town With Tax Hike" following allegations made against him involving corrupt practices while he wasMayor After his defeat in 1957 Mayor Lipscomb returned to private practice before winning reelection in 1961 with 55% of the vote Although he lost some key battles such as school board representation (he only had 36/48 seats) he still managed to stay in office until 1966 when he died suddenly at age 71
