In 1922, brief annexation of neighboring towns caused Rockledge's population to decline as people living within those towns started their own businesses and families moved away after experiencing economic difficulties within their respective communities. In 1984, Rockledge became an independent city under the leadership of Mayor Frank Aiello with support from the city council and citizens themselves through referenda passed on November 3rd ballot initiative known as "Annexation or No Annexation?" After more than two years of negotiations between City Manager Tom Cooley and county commissioners led by Commissioners Steve Frazier and Don Hennessey (the developers behind Orange County's initial annexation proposal), on December 1st 1994, annexed by Orange County as planned pursuant to state law; this action represented a repudiation of earlier plans made by other county commissioners not supportive of annexing Rockledge due to concerns about how such an annexation would impact water resources in our community." The incorporation process for Rockledge began on October 15th 1978 with a letter from City Attorney Don Hennessey stating that incorporation papers had been filed with Citrus County recognized election officials having processed all required paperwork including providing voter rolls & oaths On November 3rd ballot Initiative "Annexation or No Annexation?" was passed 2/3rds majority with only one vote against ratification meaning incorporation could have taken place without going through the entire process On January 8th 1995 following approval of maps prepared by consulting firm Ayres Kutzler LLP which depicted what annexation would entail including built on Lots 11 & 12 owned respectively by developer Steve Frazier & banker Don Hennessey& lot 5A owned jointly by developer Terry Nicholson & banker Glen Weisman resulted in a total cost overrun totaling $2 million dollars resulting in no annexations taking place

The incorporated village of Rockledge was platted in 1908 and named for George P. "Doc" Armstrong, a doctor who had moved to the area from Fort Walton Beach,Florida. Rockledge's first post office opened in 1910. In 1926, it became a municipality with a mayor and three trustees; it remained that way until 1959 when it merged into the neighboring town of West Tallahassee. The original rockledge schoolhouse still stands as a museum within the community today. The economy in Rockledge revolves around agriculture and ranching; many of its residents are descendants of early settlers on nearby Osceola County land which has been in their families for generations. There are also several manufacturing companies located near Rockledge including Litton Hardware & Clock Co., Gulfstream Manufacturing Company, Waddell Rubber Products Company and Amoco Gasoline Station/Gas station #1 (now known as BP gas station). As one of only two municipalities left within Polk County after its merger with West Tallahassee, Rockledge plays an important role both economically and politically within that county as well as nationally due to its location just outside the state line and its ties to both Florida's Republican Party statewide leadership organization and Tallahassee's larger Democratic Party leadership organization
