On November 5, 1865, local voters ratified a charter incorporating Port orange Municipal Services Corporation with 2 vibrating mills (now Dooley's Mills), 3 sawmills and 2 warehouses/factories among other structures On March 4th 1899 after years of planning and $2 million dollars worth of investment by city fathers Richard Covington Sr., William Heston Jr., Alfred Waddell & others -the city groundbreaking took place on Main Street just east off US 84 past City Hall - Port Orange’s first municipally owned water system opened with 400 gallons per minute being furnished direct from Floridian Aquifer
