He developed it into a small town with homes, churches, stores, and a school before selling it to Gertrude Vanderbilt Stevenson in 1898. In 1909 Plantation was annexed by Jacksonville but retains its own elected officials including a mayor and three council members. In 1932 Jacksonville annexed Plantation again making it an additional municipal unit within the city limits although no voting rights are granted to either municipality. By 1954 plantations were being sold off one by one as cotton prices fell so many plantations were closed down during that time period some remaining slaves went into poverty while others continued to work on their properties until they were freed in 1960 when most plantsations were re-opened as residential communities again with voting privileges for both municipalities
