In 1920, PalmettO became an incorporated municipality with a population over 10K residents including 3% African Americans as well as Hispanics and Asians who were then considered second class citizens by many white Floridians living within Hispanic enclaves mixed among white Anglo/German refugees from Nazi Germany moving into South Florida during World War II along with other war refugees such as Japanese Americans (see: Japanese Americans in Florida). After years of discrimination against these minority groups by many whites who felt that their presence constituted another threat to white majority society and culture created conditions ripe for social unrestrained by law or regulation resulting in sporadic incidents characterized generally as race riots or mob actions culminating ultimately in devastating loss or destruction to homes and businesses through looting, arson etc., finally declared unlawful pursuant to state statute called "An Act To Suppress Unlawful Race Riots And Mob Actions" signed into law December 15th 1946 By Governor Beasley et al., known commonly as "The PalmettO Riot Statute". It should be noted that prior to this date there had been sporadic cases throughout history where people have engaged in indiscriminate violence motivated by personal grievances rather than any true political or social objectives often leading directly to fatalities or great physical damage not just caused to property but also human heartsache both mental health problems for some individuals still afflicted by posttraumatic stress disorder(PTSD) resultant from experiences during combat zones/the Second World War period

Beginning in 1991, PalMETTO attempted to revitalize its economy through development of new businesses and cultural attractions such as an amphitheater and art museum. Today, PalMETTO is a thriving community that continues to contribute significantly to central Florida's economy.
The Palmetto was a natural barrier island in the Gulf of Mexico that was part of the state of Florida. It lay to the east of Jacksonville and to the west of St. Petersburg. The island was divided into two parts, one lying to the east and one lying to the west, by a channel called "The Pasqual." The eastern half became known as Palm Beach County while the western half became known as Hillsborough County.
