By 1900, however, Ormond Beach's growth had stalled because it lacked an efficient public transportation system and its citizens were too scattered along different beaches for easy trade or commerce. In 1902, entrepreneur James Ayscough developed a plan to build a street railway through Ormond Beach that would connect Tampa with Orlando via Williston Road (now International Drive). The project failed but Ayscough's dream continued to be alive; he later created the first modern shopping mall in Florida when he opened Little America Shopping Center in downtown Kissimmee in 1951. Ormond Beach experienced another period of growth during World War II when rationing caused businesses like Hooters and Taco Bell to open up shop inside military barracks and other wartime facilities across Brevard County. As war ended and prices for goods began to drop back into regular range, Ormond Beach slowly regained its pre-war population levels until the early 1990s when dramatic population growth once again halted development plans due to lack of funds - this time resulting in negative environmental effects as well as social unrest among some local middle-class homeowners who lost their homes while their neighborhoods were redeveloped at rapid speed without their consent or knowledge. The town was founded in 1892 by Judge Augustus C. Griggs and Dr. John Witherspoon as a farming community on the south bank of Stonington Bay, east of Daytona Beach. In 1916 it became an incorporated city and continued to grow until its annexation by Jacksonville in 1959. The original Ormond Beach post office was established in 1893 and closed in 1895; its building now stands as part of the University of Miami campus'. Ormond Beach's history can be traced back to 1892 when Judge Augustus C. Griggs and Dr. John Witherspoon settled down on what is now Ormond Beach Boulevard in what is now Monroe County after leaving their farmstead near Daytona Beach where they had been living for twenty years or so as farmers/ investors looking for new land to settle on following their purchase of 5 thousand acres (2 km²) from Jock Hickson near present-day Jacksonville Landing Airport & Causeway Estuary". Grigg’s family had come overland from England with wagonloads of rice which they grew on their homestead before sailing upriver each year to market at Key West then trading downriver again with local planters before disembarking at Saint Johns River mouth each autumn bringing home sacksfuls of rice that they stored winter long prior to selling it at high prices through early springtime when shipments reached Hampton Roads ports…..Griggs began shipping his rice directly from his farmstead into Key West where he sold it under contract to Captains Fenton & Hargrave who exported it all around the world procuring licenses “from Prince George”……….By 1899 there were about 20 families residing along Ormond beach Blvd., many coming ashore during summer months seeking rest and relaxation while others labored inland….In 1916 Ormond beach became an incorporated city Limits expanding upon growth already begun by previous inhabitants who were largely self-sufficient…………..In 1959 Jacksonville annexed Ormond beach making it one municipality within Jacksonville limits………………………………………Today much like those early settlers who made this community possible, people continue living here today enjoying some portion of its rich history including excellent public Rasmus Park Preserve located just ½ mile (800 m) south west along ORBBlvd…..
