After World War II, growth slowed as many people left for jobs in North America. Growth resumed during the 1960s when a new airport was built and new businesses were established in downtown Orlando. In 1998, Mayor Buddy Dyer initiated a plan to revitalize downtown Orlando by developing an urban core around two main streets—Orange Avenue and Fourth Street—and creating a series of layers of retail, entertainment, residential, and commercial development along each layer. The first phase of this plan was completed in 2003 and has since attracted more than 1 million people to Downtown Orlando every year.
