On July 9th 1924, the City Council passed an ordinance approving annexation by vote of 7-1 with Mayor John Worman acting as floor leader because council members James Ahern and Harry Hyland were both absent due to illness at the time. After news spread through the city about possible annexation proposals from neighboring cities such as Kissimmee and Miramar, Worman lobbied hard for passage of an ordinance authorizing annexation by force if necessary based on comments he heard from residents who feared they would be left without services should their counterparts adjacent to them join forces with those neighbors in seeking annexation On November 3rd 1928, bids were accepted for development at Universal Studios Hollywood which became known as "the new city". Construction began immediately with theme parks including Mickey Mouse's Philco Hall (later renamed Epcot), Casey Jones's Jungle Cruise (later renamed Sea World), Main Street USA (later renamed Streets Of America), Fantasmic! (later renamed Magic Kingdom), Muppets' Parade & Showplace (later renamed New York Hall) among others opening during 1929–1930 season along with other attractions such as movie theaters such as RKO Radio Pictures 's Laemmle Theatre while also housing local businesses in what became known locally as First Ward which contained most downtown buildings southward along State Road 436 northward into Central Park westward into neighborhoods southwestward off University Avenue near Interstate 476/SR 417 before ending at Volusia Avenue near US Highway 192 westbound just beyond Stonington Beach where today's Airport Parking Garage stands
