Opa Locka, Florida was founded in 1887 by a group of farmers who named the community after their then-current locksmith business. The first town Hall was built in 1892 and served as the local government for Opa Locka until its annexation by Jacksonville in 1907. It wasn't until 1912 that the first school opened in Opa Locka, and it would be housed at what is now the Civic Center until 1914 when it moved to what is now City Hall. In 1916, Opa Locka became one of two communities in Duval County (the other being North Miami) to receive cityhood. The first mayor of Opas locka was Wm. C. Nice and he held office from 1916-1920. During his time as mayor, he helped found the Chamber of Commerce and also sponsored a number of important civic projects such as building a municipal water system and creating an electrical grid that linked all of Duval County together. After leaving office, Nice returned to farming and died in 1928 at age 90 years old.
