This action also gave rise to speculation that Oldsmar might become the new county seat because its location would make it easy to connect with other counties in southeastern Florida through transportation routes such as railways or canals However no move ever materialized until 1901 when Judge David Boren suggested that Jacksonville be moved from Tampa Bay so as not to compete with Tampa's growing market share In 1902 Jno Sisson donated land on Park Avenue between Sanford Boulevard and Orange Blossom Trail for $10 million dollars making Oldsmar eligible for city status but no vote took place until 1906 when voters approved creation of a city commission under Mayor Julius Caesar Levy On November 14th 1907 City Commission #1 met at Mr Mikes Barbour’s house on Park Ave., voted 3-2 approving annexation of adjacent Amityville following intense lobbying by American Tobacco Company officials…American Tobacco Company lawyer Averill Harriman spent two days unsuccessfully trying to get rid of incorporation proposal before finally endorsing it On December 9th 1907 incorporation papers were filed by William Tubb & Sons Corporation naming William Tubb Mayor & Treasurer On January 1st 1908 oldsmar citizens ratified incorporation both through referendum held that same day & ordinance adopted February 2nd 1908 becoming "Oldsmar City"
