In 1969, Tom Metzger became the first person to be killed when he was hit with live ammunition while using pepper spray on protesters outside of Tallahassee City Hall during an anti-government demonstration There have also been numerous incidents where people have been injured or even killed when using pepperspray against demonstrators who are not suspected of criminal activity

Ocoee is a small town in Polk County, Florida, United States. The population was 2,611 at the 2010 census. It is part of the Jacksonville–St Petersburg Metropolitan Statistical Area. Ocoee is located on U.S. Route 1, just north of St Johns River and east of Interstate 4 Everglades Boulevard. The community was founded in 1892 as Orange City by white settlers who moved from Georgia and Alabama to escape cotton plantations. In 1902, the name was changed to Ocoee after one of its early residents, John Fenton Osborn (1859-1925). The present name honors General Omar Bradley's grandson, Colonel James Hatton Bradley (1889-1966), during World War II who served with distinction as an American general in Europe and Asia Pacific theater

Ocoee was founded in 1834 by the brothers Gabriel and John O’Leary. The town was named for a small creek that ran through it. It grew rapidly during the 1830s, thanks to its fertile land and natural resources. In 1837, O’Leary sold his share of the town to Abel Jennings, who renamed it Jacksonville. By 1840, Jacksonville had outgrown Ocoee and began expanding into what is now southern Alabama. The Santees arrived in Ocoee in 1851 after purchasing land from the Jennings family. They quickly turned the area into a farmland empire, founding stations on both the Chattahoochee River and Orange River rivers. By 1865, they had reached their peak as farmers and traders with interests throughout central Florida. However, when America entered World War I, their activities ceased abruptly and many of them moved away for fear of being drafted or killed in combat. In 1933, Jacksonville annexed much of south-central Alabama to form Pensacola Beach County. The annexation created new challenges for Jacksonville which struggled to maintain its population growth rate while still keeping up with Pensacola’s expansionsism over time. In1970s, however; Pensacola successfully lobbied state legislators to create a county seat at Jacksonville proper instead of annexing more territory like Santees did years earlier This led to an influx of new residents who desired closer access to shopping and other amenities that were only available outside the city limits at that point
The town of Ocoee, Florida was founded in 1885 by Andrew C. Smith and his wife Anna. The community was named for the Ocoee River which flows through the town. The first store in the town opened in 1886. In 1893, a post office was established in the town and remained in operation until 1907. In 1916, an electric power plant was built in the town and it began to provide electricity to the community. In 1922, a waterworks were built in the town and it continues to serve as a drinking source for residents today. In 1928, a Masonic lodge was organized in the town and it remains active today.
