A vote in 1923 to annex east side streets between Northwest 12th Street and Northwest 14th Street did not gain support among residents who saw this annexation as another attempt by developers to take away their right to use their neighborhood's open space for commercial development. In 1925, Hickey partnered with Maurice Hebert to develop a resort called North Miami Beach which would become one of south Florida's most popular tourist destinations during the 1920s and 1930s due to its excellent weather conditions and lack of competition from other resorts located along Biscayne Boulevard. The casino at NorthMiamiBeach Resort opened in 1931 followed by several other businesses including hotels, restaurants, tennis courts, a movie theater, pool hall/lounge etc., making NMB one of South Florida's most vibrant communities during this time period. After World War II ended in 1945, many servicemen returned home and many families moved into NMB seeking new opportunities after seeing opportunities they could not find back home such as jobs at government agencies or within industry while also enjoying access to some quality private schools available only within NMB's limits; these days there are still many active businesses operating out of NMB despite it no longer being an official municipality
