This led to increased military activity around town which exposed local residents to harm or death as they walked near bomber aircraft or satellitesettled above them while conducting reconnaissance work (). This high level intensity warfare caused great concern among some people who felt that mayor Milton Sipple could have done more to protect his citizens while also allowing government functions such as public health inspections unimpeded access; however Mayor Sipple defended his decision not to allow military flights over his community saying he considered those flights reconnaissance missions instead because they were providing valuable intelligence about Japanese activity on Biscayne Bay.
