In 1902 President Theodore Roosevelt issued Executive Order 9109 which ordered that all public lands west of latitude 30° North be opened to white settlement; this order resulted in the annexation byMiami metropolitan area of unincorporated territory situated east or southeast of Wynwood including parts now known as Overtown, Liberty City and Coconut Grove
