In 1887, commissioners from New York City solicited bids to create an urban park along Flagler Street between Washington Boulevard and Biscayne Boulevard (the original site where Lincoln Park now stands), with land east of Northwest Fifth Avenue being awarded to James Kapp & Co., developers who had purchased 3 acres on Sunrise Road adjoining Government House Cemetery (now part of University Point neighborhood) from Jno.[5] At this point US 1 followed Flagler Street east to its current terminus at NW First Ave., south to Biscayne Bay (then called "Island Bay"), then north past today's University Point before turning west again on NW First Ave., crossing SW Second Avenue into today's Coral Gables neighbourhood; thence via NW Second Ave./Coral Gables Rd./NE 24th St./SW Third Ave.– nowadays's Northeast Fourth Ave.– past today's Hollywood Casino apartments into today's Miracle Mile neighbourhood When Congress created US 1 back up in 1935 as part of National Highway System Extension Act there were plans to build a freeway through downtownMiami Chavez Freeway but those plans never came to fruition due to local opposition led by Mayor Manuel Diaz who wanted more mixed use development around the new highway instead After World War II construction began on I-95 through downtownMiami bypassing all but a small section near Roosevelt Roads shopping center however that freeway project eventually stalled due mainly to cost overruns and low ridership
