In 1984, after years as a bedroom community for wealthy retirees centered around Pinecrest Key Resort & Casino on Boca Raton Boulevard and their surrounding properties off US 41A north of Miracle Mile Parkway, residents voted to make their own city with a mayor and City Council system instead of being subject to countywide decisions made by commissioners appointed by the governor. In 1990 Mayor Julio Martinez resigned due to personal troubles; his successor Callie Hinton introduced an initiative to place Measure O - also known as Tax Increment financing - into effect that year to raise money for infrastructure projects such as parks and rapid bus service through property owner assessments rather than from general taxes collected by municipalities across Dade County like those levied against schools or other government services. As Measure O passed with 67% support from voters statewide it went into law without Martinez' signature creating what is now called "Miami Springs City Services District", Inc." In 2000 City Manager Carlos Gutierrez eliminated all elected officials within the city limits except for two members who serve staggered fiveyear terms renewable only if one member resigns or is impeached; he then placed all city functions under direct control of Mayor Jorge Ramos who serves four year terms By 2006 there were just three elected officials remaining in 'Miamisburg': Mayor Jorge Ramos (four year term) City Manager Carlos Gutierrez (fiveyear term), Police Chief Reynaldo Valdez Jr.(one year term) And Public Works Director Roberto Reyes(two year term). Although much has changed since then including annexation by Palm Beach County in 2013 referendum,[1] many aspects remain constant such as elections held every four years along with aMayor/Council system where citizens directly elect one individual representative each from districts they've created within 'Miamisburg'.
