When railways arrived in 1885 they made travel to central Florida much easier than getting there by wagon train or horseback ride so citrus production became an important factor in driving growth throughout much of central Florida during the late 19th century By 1890 only 3% of all Floridians were white while 92% were black slaves who constituted about half of all Floridian residents . As cotton prices plummeted duringWorld War II many blacks decided to leave for better opportunities inland where jobs could be found . A few thousand whites also left but returned after the war .

On February 14, 1922, Kissimmee was chartered as a city by the Florida Legislature. The name of the city is derived from two Seminole words: "Kissimmee" meaning "a place where palm trees grow" and "Meek" meaning "peaceful." The first recorded settler in Kissimmee was one James W. Cook who came overland from Georgia in 1827. The first post office in Kissimmee was established on December 12, 1853. By 1865, there were six businesses in town and seventy-one citizens. In 1898, the post office moved to its current location at 3rd Street and Orange Avenue. During World War II, the military constructed a number of airfields within or near Kissimmee; these included Belleair Airfield (later renamed Fort Myers Army Airfield), which became operational on November 8th, 1942; and Plantation Field (later renamed Tampa Airfield). On May 25th of that year, all three fields were combined into one field under the new name of Osceola Army Airfield – Kissimmee's only airport until 1958 when it opened at nearby Glades County Airport. In 1948, Kissimmee became part of Hillsborough County and adopted a charter form of government known as an “at-large” municipality with mayor-council government structure with equal representation for all wards except those located inside City Limits which had their own elected officials subject to mayoral veto power. In 1959, following Hillsborough County's annexation into Pinellas County and opening of Gulfport/St Petersburg International Airport further east within Pinellas County boundaries (the original site for Osceola Army Airfield), Captain Billy Payne - then Mayor - decided that it would make more sense for everyone living within City Limits to move out to parkland adjacent to Gulfport/Pinellas County line so that they could continue using municipal services without having their homes taken away by county bureaucrats? Captain Payne's decision set off what has become known as the 'Payne vs Parkerman' controversy which lasted until today and still affects some residents who live within City Limits but are forced to leave because their home is too close to either airport or county boundary
