The City Lights were lit in downtown Jacksonville on October 15, 1885 by Mayor Augustus Hickey and high school students from nearby Plantation High School as a promotional event for the new city. The annexation created a large rural community which still exists today - some parts are even more isolated than when they were annexed. The city's early growth was due to its location on Lake Jackson - one of Florida's earliest major reservoirs - and its many businesses that relied on water supplies or access to them. By 1930, citywide services had been established including police department, fire department, social service agencies and parks and recreation programs; however, it wasn't until after World War II that real development took place in the city proper with indoor plumbing becoming available to most residents and advances in engineering such as air conditioning making it possible for movie theaters and other commercial buildings to be built without sacrificing heat or cooling capacity
