This caused a great deal of economic distress for the local farmers, and soon after there were few jobs available for anyone not connected with white society. Many people left Holly Hill for cities such as Jacksonville and Pensacola due to these difficult times. However, over time some people slowly started to return to Holly Hill and start new businesses like farming or manufacturing. In 2001, the community had a population of 1,521 residents and was considered one of the most diverse in Florida due to its mix of English-speaking (predominantly African American) Hispanic/Latino residents and other cultures such as Italian and Japanese immigrants who have since assimilated into mainstream American culture

In 1907, Community Development District No. 2 (CAD 2) was created to help develop what would become Holly Hill into a thriving community with excellent prospects for commerce and industry across wide range of industries including sugar cane farming and fishing operations along with health care services such as dermatology clinics and hospitals. The first major project included purchasing 12 acres (5 hectares) of land at the corner of Second Street & First Avenue from Alameda Bank for $50 per acre or $2 per lot payable within two years clearance given on a first come first serve basis with no option to purchase more than one lot at a time; this payment allowed for future subdivision into smaller lots throughout the district following payback period regulations set forth by then Mayor Jules Sikes during his tenure as governing board member/councilman when very much still new to all things development related having been elected only six months previously on November 3rd, 1906 after serving since May 1st as clerk/ Treason being forced out due thereto). This earlyDistrict #2 bought property contiguous now known collectively today as "HollyHill". One can only imagine how developing this area must have been during those halcyon days back when white pedestrians could cross Second Street unimpeded without having ever seen any Native Americans up close before!
