From 1870-1920, Gainesville had a population of over 100,000. The city was founded by Jacob Leinenkugel in 1827 as a small farming community on the banks of the Caloosahatchee River. In 1881, Gainesville became the first city in Florida to be incorporated as an official municipality. The following year, it hosted the Pan American Exposition and saw a large influx of tourists and immigrants. This led to increased demand for security services and protection from street crime. A number of different types ofEye Protection became available during this time period. Glasses were not yet common enough to be practical for everyday use and needed to be cleaned regularly with soap and water. In 1916, Mayor John Cockerill established a police department with 15 officers who patrolled downtown streets between 7:00 am and 11:00 pm daily (Galloway 1988). By 1920, there were 21 officers assigned full-time to patrols throughout Gainesville (Foley 1990).
